USAID's Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Personal Services Contract (PSC) Deputy Manager provides Acquisition and Assistance (A&A) services for integrated acquisition and assistance support to BHA to ensure the timely execution of contracts, grants, cooperative agreements, interagency agreements, and other agreements to implement effective programs. The PSC Deputy Manager provides acquisition support for the full acquisition lifecycle of USPSCs, TCNPSCs, and CCNPSCs. The PSC Deputy Manager works closely with the PSC Team Manager and will advise a portfolio(s) of Junior, Mid and Senior A&A Specialists. The PSC Deputy Manager will directly report to the PSC Team Manager.

Responsibilities include, but are not limited to:


  • Provides oversight for PSC A&A work products ensuring acceptable quality control methods are consistently followed and monitored;
  • Provide leadership, technical direction, and management oversight of staff that range from junior to senior in administrative and technical positions as well as Team Leads and Focal Points;
  • Oversee staff recruitment, onboarding, orientation, training and staff professional development;
  • Ensure compliance of all staff with applicable federal, state and local laws and the BHASC performance work statements;
  • Serve as the principal point of contact with the Contracting/Agreement Officer and cognizant technical office staff for acquisition and assistance actions;
  • Serve as the primary portfolio liaison on high level reporting of action status, issues, and successes; Support the Senior A&A Specialist/Team Lead and Focal Points with staff communications and information dissemination;
  • Assist in resolving conflicting demands for contractor support service and provides guidance and direction for the resolution of problems;
  • Respond to requests for information and perform data analysis on A&A work products;
  • Provide strategy for overall training, resources, and workforce planning for the A&A PSC Team;
  • Delegate tasks strategically across teams in collaboration with Team Leads;
  • Ensure that all documentation for acquisition and assistance actions are processed in compliance with required timeframes [e.g. USAID's Procurement Action Lead Time (PALT) requirements in the USAID Automated Directive System (ADS) 302];
  • Assist with the technical evaluation process, including but not limited to: reviewing Technical Evaluation Committee (TEC) and Selection memos prior to the Office of Acquisition and Assistance (OAA) submission and reviewing offeror requests for additional information in accordance with FAR, AIDAR, ADS 302 and 309 (written and verbal);
  • Assist with the award procurement cycle, including but not limited to: reviewing award documentation and packages prior to OAA submission for compliance and accuracy;
  • Ensure post and pre-award documentation, including electronically filing documentation in the Agency's required systems (e.g., ASIST) are enforced.

    Education, Requirements and Qualifications

    • Minimum Education and Experience:

      • PhD and 4 years of relevant experience, OR
      • MA/MS and 6 years of relevant experience OR
      • BA/BA and 8 years of relevant experience, OR
      • High school diploma and 12 years of relevant experience.
      • Experience must culminate in a set of responsibilities similar to those of this position.


      • Required to have US citizenship with the ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

        Additional Qualifications and Requirements:

        • Experience managing and supervising team of direct reports;
        • Experience delegating work assignments and managing team deliverables;
        • Experience monitoring and reporting high volume portfolio work outputs;
        • Possess excellent judgment and reliability;
        • Have strong organizational skills and exceptional attention to detail;
        • Possess excellent oral and written communication skills;
        • Familiarity with USAID acquisition and assistance;
        • Have a strong working knowledge of Microsoft Office and Google Suite;
        • Be able to multitask and work under deadlines in a fast-paced and collaborative environment;
        • Be capable of prioritizing tasks and follow up on actions without prompting;
        • Be flexible and adaptable to changing circumstances; and
        • Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
        • Working Conditions and Physical Requirements:

          • In-person work requirement with the ability to telework;
          • Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc. may be required depending on role.

              Full pay range for this position is $150,000.00 to $165,000.00 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.
