Position: Sr. Contracts ManagerFLSA Status:
Fulltime/ExemptReports to: Manager/Chief Executive Officer IVA'AL
is seeking an experienced and highly qualified professional to
serve as a Sr. Contracts Manager. The Sr. Contracts Manager will
manage all aspects of contract administration and collaborates with
other company departments to include Corporate Counsel, Program
Management, Finance, Human Resources, Business Development, and
Facility Security to ensure the organization is compliant with all
agency legal and regulatory requirements as prescribed.
Competencies:
- Government Contracts Management Lifecycle, contract types, and
Government regulations
- Small Business Administration (SBA) 8(a) Program
- Full Proposal Management Lifecycle
- Demonstrated expert knowledge of FAR, DFAR, DCMA, DCAA, GSA,
and GAAP regulations including experience preparing and responding
to agency audit requests
- Demonstrated expert knowledge of contract modifications, NDAs,
Teaming Agreements, Subcontracts, Joint Ventures Agreements, and
other corporate agreements
- Demonstrated expert knowledge of Fixed Price and Cost
Reimbursement type contracts and variations thereof
- SAM account management
- Knowledge of systems to include, but not limited to, GSA
ASSIST, PIEE, and WAWF
- Document control, retention, and SharePoint administration
- Report and presentation development
- Responsible for cradle to grave contract administration for all
contracts and subcontracts within the organization.
- Oversee a portfolio of complex contract matters and provide
strategic advice and counsel on all contractual, risk, capture,
growth, and procurement-related items.
- Manage and provide leadership for contracts administration
including but not limited to proposal preparation (opportunity
shaping, RFP/RFI reviews, advise on mitigation strategies, develop
OCI mitigation plans, and review cost volumes) and assessment of
terms and conditions to ensure the organization is protected from
unusual risks.
- Author, review, and negotiate Nondisclosure Agreements, Teaming
Agreements, Memorandums of Understanding, Professional Services
Agreements, Subcontracts, Purchase Orders, other corporate
agreements, and modifications thereto.
- Prepare subcontractor request for proposals and/or information,
leads subcontractor negotiations, and client-facing contract
administration in accordance with senior leadership direction and
company policies and procedures.
- Provide guidance to internal support teams, ensuring
conformance to contract law, applicable regulations, and company
policy.
- Perform final quality control check for proposal RFP compliance
and conformance to established strategic direction.
- Maintain the SharePoint site for contractual documents
(agreements, reports, contractual concerns, milestones and
deliverables)
- Consult with Legal to make the contract management process more
effective and efficient.
- Build strong partnerships and successful cross-departmental
relationships with supporting functional areas within the
company.
- Responds to requests from internal departments and makes sure
all contracts are drafted and executed promptly and correctly.
- Adheres to all federal, state, and local business laws and
regulations and company policies.
- Maintains confidentiality of all contracts.
- Must be able to manage multiple priorities and tasks and
possess strong organizational skills.
- Knowledge of office protocols, procedures and systems
required.
- Strong and effective written and oral communication
skills.
- Expert computer skills required.
- Experience using all MSOffice 365 products.
- Ability to work independently and manage a challenging workload
when faced with deadlines and unexpected changes in process or
timelines.
- Assist with business development as needed to develop replies
to client requests for information, sources sought, marketing
surveys, and requests for proposals from supported client base
which includes strategic clients, commercial and federal
clients.
- Manages special projects as assigned by Manager/CEO.
Required Education & Qualifications:
- Bachelor's degree required from an accredited college or
university in business management, business administration, legal
studies, or related field; master's degree preferred.
- Minimum 10 years relevant professional experience in contract
management roles.
- Certified Government Contracts Management professional
certification strongly preferred.
- Expert knowledge of contract administration principles,
proposal preparation, industry practices, regulations, and
policies.
- Analytical mind with ability to complete difficult and complex
assignments.
- Knowledge of legal and regulatory requirements related to
contract negotiations, contract administration and Government
procurement.
- Expert knowledge of the FAR, DFARS, and other related
Government Procurement regulations.
- Ability to author, review, propose alternative clauses, and
execute Teaming Agreements, Memorandums of Understanding,
Non-disclosure Agreements, Professional Services Agreements, and
other Corporate Agreements.
- Ability to author proposal narratives, policies, and
procedures.
- Strong leadership and analytical skills with the proven ability
to coordinate and execute projects, tasks, and goals.
- Excellent communication and interpersonal skills for effective
interface with all internal and external customers.
Technical Skills: Proficiency using all Microsoft Office 365
applications including: Teams Conferencing, Word, Excel,
PowerPoint, Visio, and printer/scanner.
Work Environment: Office environment will include sitting at a desk
and operating office equipment including a laptop/computer,
printer, and scanner, answering, and speaking by telephone. The
employee may occasionally be asked to travel by car or plane to
other work locations as needed. The noise level will be quiet to
moderate.
Physical Demands: The physical demands described here are

performing the duties of this job, the employee is occasionally
required to stand; walk; sit; use hands to finger, handle, or feel
objects, tools, or controls; reach with hands and arms; climb

Specific vision abilities required by the job include close vision,
distance vision, color vision, peripheral vision, depth perception
and the ability to adjust focus.
Position Type/Expected Hours of Work: This is a full-time exempt
position. Days and hours of work are Monday through Friday
typically between 9:00 a.m. to 5 p.m. This position may require
long hours and weekend work. Travel is primarily local during the
business day, and some out-of-area and overnight travel may be
required.
